[BREAKING] - Refactor NimBLEUtils

* Add functions `NimBLEUtils::taskWait` and `NimBLEUtils::taskRelease` to simplify task blocking/messaging.
* `NimBLEUtils::buildHexData` replaced with `NimBLEUtils::dataToHexString`
* Add missing GAP event strings.
* Add missing return code strings.
* `NimBLEUtils::dumpGapEvent` function removed.
* Event/error code strings optimized.
